Rich cities lose out as Wayne County cuts waste in programs to help poor

Cities like Ecorse, which is along the Detroit River and attracts anglers, are expected to benefit from changes in how Wayne County administers $5.4 million in community development block grants to 34 communities. A majority of the funds will no longer be granted by a population-based formula but through a competitive bid process.
