Michigan on Wednesday became the first state to ban flavored e-cigarettes in a measure that Governor Gretchen Whitmer said is meant to help curb the use of the products by youth—and one that comes as teen vaping continues to skyrocket.

Three years after SCOTUS ruled that juvenile lifers should have the chance to come home, 55% in Michigan are still waiting to go before a judge.

In three years, if all goes according to plan, the 50-year-old building will be replaced by a new facility as part of the Wayne County Justice Complex, which will move the county courthouse, the Wayne County Jail and the Juvenile Detention Center out of downtown Detroit.

“Bail was originally intended to ensure a person returns to court to face charges,” Korobkin said. “Instead, the money bail system has morphed into a mass incarceration of the poor.”

Multiple bipartisan bills seeking to reduce the state criminal justice system’s reach have been introduced since the beginning of the year. Those bills — including proposed changes to civil asset forfeiture, the age of adulthood for prosecution and cash bail policies — likely will have a better chance to pass than in previous years.

Cities like Ecorse, which is along the Detroit River and attracts anglers, are expected to benefit from changes in how Wayne County administers $5.4 million in community development block grants to 34 communities. A majority of the funds will no longer be granted by a population-based formula but through a competitive bid process.
